Software consulting Singapore buyers usually need an answer before they need a team: is this codebase worth keeping, which vendor proposal is realistic, should we build or buy, and why is the project we already paid for still not live? WC1 Entre Ventures runs fixed-scope software consulting engagements for Singapore companies that end in a written decision and a plan, from people who also design, build, and support production systems. If you want us to deliver the plan afterwards, we can. If you would rather hand it to your own team or another vendor, the deliverables are written for that too.
Software consulting Singapore: who it’s for
This page is for founders and CEOs without a technical co-founder, CTOs and heads of engineering who want a second opinion, CIOs and transformation leads facing a large build-or-buy decision, procurement teams comparing software proposals, and investors or acquirers who need to understand a product’s technology. Typical situations: a vendor’s quote looks too low or too high and nobody can say why; a system was inherited from a departed developer or agency; a project has missed several dates; or the board wants a technology roadmap that is more than a list of tools.
You are a fit if you want a software consultancy Singapore teams can hold to a defined question, a fixed scope, and a written output. You are not a fit if you are looking for managed IT support, laptops, networks, or Microsoft 365 administration; that is a different kind of IT consulting. For security programme advisory, see security and compliance advisory. Parent pillar: Custom Software.
Consulting engagements we run
- Architecture and codebase review: an outside read of an existing system, covering structure, code quality, dependencies, hosting, security basics, and where it will strain as usage grows, with prioritised recommendations
- Technical due diligence: for investors, acquirers, or a company taking over a product, covering code, architecture, infrastructure, open-source and IP ownership, key-person risk, and remediation priorities
- Build, buy, or integrate decisions: a structured comparison of a custom build, packaged software, low-code, and integrating what you already own, against your process and constraints
- Vendor selection and proposal review: requirements, an evaluation scorecard, scripted demos, and a review of statements of work so proposals can be compared on the same basis
- Project rescue assessment: for stalled or troubled builds, establishing what exists, what works, what must be stabilised or replaced, and a recovery sequence the current team, another vendor, or we can execute
- Discovery and roadmap: process mapping, scope, architecture options, release slices, and an SGD estimate range you can take to budget approval
- AI and automation readiness: where AI or automation removes real manual work, what data and governance it needs, and what to leave alone (see AI automation Singapore)
Advisory-plus-delivery: what each engagement hands you
Every engagement is scoped around one decision and ends with artefacts you keep. Use this table to compare any technical due diligence Singapore or advisory proposal, including ours.
| Engagement | The decision it supports | What you should receive | What we need from you |
|---|---|---|---|
| Architecture and codebase review | Keep, refactor, or replace the current system | Written findings by severity, a prioritised fix backlog, and a refactor or migration sequence | Read-only repository and cloud access, and time with whoever maintains it |
| Technical due diligence | Invest, acquire, or take over, and on what conditions | An executive summary, a detailed technical report, red flags, and remediation priorities | Repository and infrastructure access under NDA, plus an interview with the technical lead |
| Build, buy, or integrate | Which route to fund | An options comparison against your process, total cost drivers, risks, and a recommended route | Process owners, current system list, and any shortlisted products |
| Vendor selection and proposal review | Which vendor and contract to sign | Requirements, a weighted scorecard, demo scripts, and statement-of-work comments | Proposals received, procurement rules, and evaluation panel time |
| Project rescue assessment | Continue, reset, or change vendor | What to preserve, stabilise, or replace, ownership and access gaps, and a sequenced recovery plan | Codebase, environments, scope documents, delivery history, and stakeholder interviews |
| Discovery and roadmap | What to build first and what it should cost | Process maps, scope, architecture options, release slices, and an SGD estimate range | Process owners, sample data or documents, and your budget and timeline constraints |
How advice and delivery stay honest
A consultant who also builds software has an obvious incentive to recommend a build. We handle that in three ways. First, consulting is quoted and delivered as its own fixed-price engagement, with no obligation to hire us afterwards. Second, every recommendation names the alternatives we rejected and why, including packaged software and doing nothing. Third, deliverables are written so your internal team or another vendor can act on them without us. When we do continue into delivery, the same people who wrote the plan stay on it, through product engineering, application modernization, or a dedicated development team.
Our process
1. Agree the question
We start by writing down the single decision the engagement must support, who makes it, and by when. That keeps the scope fixed and the report useful.
2. Gather evidence, not opinions
We read the code, environments, contracts, and delivery history, and interview the people who use and maintain the system. Findings cite what we saw. For the due diligence side, see software vendor due diligence in Singapore.
3. Compare real options
Each option is laid out with cost drivers, risks, and what would have to be true for it to work. Useful background: when custom software beats SaaS, low-code vs custom software, and legacy modernization without the big bang.
4. Make it procurable
Where the outcome is a purchase, we turn it into requirements, a scorecard, and statement-of-work terms procurement can use. See the Singapore RFP scoring matrix, the vendor scorecard, and SOW red flags.
5. Hand over a plan anyone can execute
The final read-out covers the recommendation, the sequence, the first release slice, and the exit and ownership terms to insist on. See vendor lock-in exit metrics and fixed price vs time and materials.
Singapore delivery context
Personal data and security. Reviews of systems holding personal data include a PDPA lens: what is collected, who can reach it, where it is hosted, and how it leaves Singapore. Design detail: PDPA-by-design checklist. Financial institutions and their vendors are commonly assessed against MAS’s Technology Risk Management Guidelines; see MAS TRM questions for vendors.
Public-sector-adjacent buyers. If the outcome is a tender, we help structure requirements to suit your procurement route. See GovTech-adjacent procurement pathways and the GeBIZ software tender checklist.
Grants. Enterprise Singapore’s EDGE Grant replaced EDG, MRA, and PSG for new applications from 30 September 2026, and its business areas include business strategy and automation and digitalisation. Whether a specific activity qualifies is Enterprise Singapore’s decision; we do not promise eligibility.
Commercial terms. Consulting engagements are quoted in SGD as fixed-price work after a short scoping call. We do not publish invented averages or promise savings. Your tax adviser confirms GST treatment. For how software pricing works more broadly, see Singapore software pricing models explained.
WC1 Entre Ventures Singapore presence: Level 39, Marina Bay Financial Centre Tower 2, 10 Marina Boulevard, Singapore. Most engagements run remotely, with on-site workshops and read-outs when they help.
FAQ
Is software consulting the same as IT consulting?
Not quite. Many IT consulting firms in Singapore focus on infrastructure, devices, and managed support. Our consulting is about software: the systems you build, buy, integrate, or inherit, and the decisions around them.
Do we have to hire you for the build afterwards?
No. Consulting is a standalone, fixed-price deliverable. You can act on it with your own team, give it to another vendor, or ask us to quote the delivery separately.
Can you review a system another vendor built while they are still engaged?
Yes, with read-only access and your permission. The aim is to establish facts so you can decide how the relationship continues, not to replace the vendor by default.
What access do you need for a codebase review or due diligence?
Read-only access to the source repository and, where possible, the cloud or hosting environment, plus an interview with the person who knows the system best. We work under NDA, and access is removed when the engagement ends.
How much does a software consulting engagement cost in Singapore?
It depends on the question, the size of the system, and how many stakeholders are involved. We quote a fixed SGD price after a short scoping call rather than publishing an average that would not fit your case.
What should we bring to the first conversation?
The decision you need to make, the deadline, the systems or proposals involved, and who will act on the result. We respond with a scope, an access list, and a fixed quote, or tell you if the question does not need a consultant at all.
