Client: Department of Energy (DOE) — Energy Utilization Management Bureau (EUMB)
Live system: de.eumb.ph
Pillar: Custom Software · Compliance portals
The problem
Under Republic Act No. 11285 (Energy Efficiency and Conservation Act) and related DOE circulars, Designated Establishments must submit recurring compliance artefacts—including Annual Energy Efficiency and Conservation Reports (AEECR), Annual Energy Utilization Reports (AEUR), and Energy Audit Reports (EAR). Paper and fragmented channels do not scale for nationwide compliance, account creation, or verification of what DOE has actually received.
What we delivered
WC1 Entreventures designed and delivered the DOE Designated Establishment Online Portal—a production web system for registration, authentication, and online submission workflows used by Designated Establishments for EEC Act compliance. The public entry points include account creation and login on the live portal.

- Account registration and authenticated access for Designated Establishments
- Online submission pathways aligned to DOE’s DE Online Submission (DEOS) compliance framework
- Operational support for establishments moving from earlier submission channels (including prior de.doe.gov.ph references in DOE guidance) onto the current portal

Outcome (public, verifiable)
The portal is live for public use at https://de.eumb.ph/. We do not publish invented user counts, throughput, or ROI figures here. Ask us for a walkthrough of architecture, security posture, and how similar compliance portals are scoped for other regulators.
